Your observations.
Your choices.

This statement covers the Hotspot Observer desktop app and this website, operated by Vitalie Vrabie. You can use the app without creating an account.

Saved on your computer

Network and device observations, notes, ratings and history are stored locally.

Online features make requests

Tools, news, updates, translation and website visits communicate over the internet.

What the app saves

Depending on your settings and available hardware, the app records nearby Wi-Fi network and Bluetooth device names and identifiers, radio and connection details, observation times, appearances and disappearances, connection sessions, traffic totals and tool results. Notes, personal ratings, preferences and license acceptance are also saved on your computer.

Starting with 5.11.0.0 beta, named places, private place notes and locally hashed Wi-Fi access-point fingerprints support location recognition. Observations and connection sessions can carry location and observation-segment identifiers, and personal network ratings and notes can be kept separately by place. Recognition compares local scan evidence; it does not request geographic coordinates or determine an address. Turn recognition and unfamiliar-place suggestions on or off in the location bar, or select a place manually.

These records can reveal places, routines and information about nearby networks and devices. They are not automatically submitted as an observation history to the publisher. Local files, exports and diagnostic reports may contain identifying place names and other information; protect access to your computer and review files before sharing them. Read the location guide for assignment, unassigned records and recognition limits.

Permissions and connection choices

The app uses operating-system access to Wi-Fi, Bluetooth and network information. Windows may require location permission for Wi-Fi scanning. You can control observation in Options and permissions in your system settings.

Automatic Wi-Fi connection and switching are enabled by default. Secured networks with saved credentials are eligible. Starting with version 5.7.0.0 beta, open networks, including saved open networks, are excluded unless you enable Allow open Wi-Fi networks for automatic connection in Options. This option starts off for new and existing settings. You can also turn automatic connection and switching off. Manual selection remains available. A recommendation rating does not establish that a network is secure or that its operator is trustworthy.

When the app goes online

News, update checks and installer transfers contact online services. After license acceptance or an update, the app opens a website confirmation page; an update page can include the previous and current app versions.

Network tools send requests to the test service, resolver or destination involved. Speedtest sends and receives substantial test data. DNS, latency and route investigations disclose the query or destination needed to perform the test. Receiving services can see your public IP address and ordinary connection information.

Automatic translation of online content sends the text and requested language to a translation service. If you create a translation with your own API key, that key is sent to the translation service, kept in memory by the app and excluded from the saved catalog. Online catalog submission is optional; submitted translations may be included in future releases.

Website visits and browser storage

The website uses cookies and similar technologies to understand visits, improve usability and assess promotion. Information can include IP address, approximate location, browser and device details, referral information, pages visited and interactions such as clicks, scrolling and video use. Page interactions may be recorded for usability review.

Browser storage also remembers choices such as continuing to explore on a handheld device and whether feedback has been submitted. Hosting, security, measurement and other online service providers process information needed to deliver their services. External links and services have their own privacy practices.

You can manage cookies, site storage and content blocking in your browser. Blocking these may affect feedback, remembered choices or other website features. Clearing browser data does not erase information already received by an online service.

Feedback and information you share

Structured feedback submits your selected answers and any supplied app and operating-system versions. Written reports remain in the page until you copy them or open an email draft; they are not included in the structured submission. Email is sent only when you send it from your email app.

If you email a report or attachment, the recipient receives the content you include and your email address. Remove private network names, device identifiers, personal paths and notes that are not needed to explain the issue. Shared exports and copied data are under your control.

Keeping and removing information

Activity history follows your persistence and retention choices in Options. Connection-session history is retained for 90 days; notes, personal ratings and preferences are kept separately. Exception diagnostics may be saved even when ordinary history persistence is off so failures can be investigated.

Place definitions, notes, hashed recognition fingerprints, locally observed access-point names and addresses used to label them, per-place checked fingerprint choices, legacy mobile-network exclusions and statistical mobility evidence are preferences in options.json. Mobility evidence records sustained presence counts and local Wi-Fi context signatures; it does not request GPS coordinates or send extra scans. Automatic estimates can be turned off; custom place fingerprints remain under your control. Location labels and segment IDs also occur in activity-log.json and connected-networks.json. Resetting preferences alone does not remove location labels already retained in those records or in exported reports. Exit the app normally before copying or removing its local files, and keep a backup when moving your history.

Use the app’s deletion controls to remove records, reading each confirmation to understand its scope. Exports, copies, backups and recovery files may remain separately. Uninstalling the app or clearing one view should not be treated as proof that every copy has been erased. See the data and support guidance before removing saved files.

For information already sent online, contact the publisher about access, correction or deletion. Include enough context to locate your request, without sending unnecessary observation data. Retention and available remedies also depend on the receiving service and applicable requirements.
